Leadership

Karen McGrath

Karen McGrath is President and CEO of Horizon Health Network. Karen joined Horizon in January 2017, immediately following her role as President and CEO of Georgian Bay General Hospital in Midland, Ontario. She has more than 35 years of experience in the health care sector in Atlantic Canada and Central Canada, with more than a decade of experience at the executive level in various organizations. Prior to her role with Georgian Bay General Hospital, Karen was CEO of the Central Health Authority in her home province of Newfoundland and Labrador, and before that she was CEO of the Ontario Division of the Canadian Mental Health Association. She also served as CEO of two Health and Community Services Regional Organizations (St. John’s and Central) in Newfoundland and Labrador, and has held various director positions at hospitals and community based mental health services. Karen is a surveyor with Accreditation Canada. She was a member of the Rotary Club of Midland, and past president of various associations, including the Newfoundland and Labrador Association of Social Workers and the Canadian Mental Health Association (National). Karen holds a Master’s Degree in Business Administration, a Bachelor Degree in Social Work from Memorial University in Newfoundland, and a Diploma in Health Services Management from the Canadian Hospital Association.

Jean Daigle

Jean Daigle is Vice President Community for Horizon Health Network, responsible for Addiction and Mental Health, Public Health, community health centres and clinics, and First Nations Liaison. Jean has more than 20 years of management experience, was recently also the Vice President of Mental Health, Addiction Services and Public Health at Horizon Health Network, and has worked in various Provincial Departments including Family and Community Services-Seniors Population/Adult Protection, Department of Education and Department of Health-Mental Health Division. Jean was Director of Addictions and Mental Health under the former South-East Regional Health Authority, an area now within Horizon Health Network. In that position, he was responsible for overall operations of the addictions and mental health programs in the area. Jean has a strong interest in the area of Total Quality Management having spent time training both management and clinical staff in this capacity. He is also a past member of the Council of the College of Physicians and Surgeons of New Brunswick. He obtained his Bachelor of Social Work in 1986 and Masters in Public Administration in 2013 from University of Moncton.

Dr. John Dornan

Dr. John Dornan is Chief of Staff for Horizon Health Network. A Memorial University graduate, Dr. Dornan has been practicing medicine since 1987 when he joined Horizon’s Saint John Regional Hospital (SJRH) as a Staff Endocrinologist. He served as Chief, Department of Internal Medicine at SJRH from 2005 to 2011, and as Chief of Staff for the Saint John Area from 2011 to 2017 where he served as an active member on the Horizon Regional Medical Advisory Committee. He also served a brief mandate as Interim Chief of Emergency Medicine in Saint John and Chief of Staff and Interim Medical Director for the Upper River Valley Area. Dr. Dornan continues to practice as an Endocrinologist. He is an Assistant Professor with Dalhousie University and with Memorial University. A lifelong runner and learner, Dr. Dornan recently completed his MBA at the University of New Brunswick. In his spare time, Dr. Dornan is an apiarist, and he and his family enjoy life and adventures together.

Gary Foley

Gary Foley is the Vice President Professional Services for Horizon Health Network. Gary has worked in the health-care sector for the past 28 years. He was previously employed as President and CEO of the Miramichi Regional Health Authority, a position he held from 2004 to 2008. He was a member of the senior management team at the Miramichi Regional Health Authority from 2001 to 2004 holding the portfolios of Vice President of Administration and Support Services and Vice President of Professional Services. Prior to his positions in senior administration, Gary was a practicing Speech Language Pathologist and Manager of the Speech Language Pathology & Audiology Department at the Miramichi Regional Hospital. Gary holds a Master of Arts in Communication Disorders in Speech Language Pathology from the University of Maine, a Bachelor of Arts from St. Thomas University, and has obtained certification in the Canadian College of Health Service Executives. He is active in his home community of Miramichi as a member of the Rotary Club of Newcastle.

Geri Geldart

Geri Geldart is the Vice President Clinical for Horizon Health Network. Geri is a Registered Nurse who received her Bachelor of Nursing degree and Masters of Health Services Administration from Dalhousie University in Halifax, Nova Scotia. She previously held the position of Vice President, Clinical Services, Community Health and Nursing Affairs with Horizon Health Network, as well as Vice President Hospital Care and Chief Nursing Officer for River Valley Health. Prior to joining River Valley Health, she was the Vice President Patient Care at the Ajax & Pickering General Hospital in Ajax, Ontario and the Program Director for Surgery and Critical Care at Centenary Health Centre in Scarborough, Ontario. Geri has held clinical positions in pediatric and adult critical care in Halifax, N.S, and New Orleans, Louisiana. She is a member of the Canadian College of Health Service Executives, a recipient of the Robert Wood Johnson Award for Health Care Administration and the Award of Merit for Nursing Administration from the Nurses Association of New Brunswick. Geri has held lecturer appointments in the Faculty of Graduate Studies, Dalhousie University and the School of Health Records Administration (Halifax Infirmary).

Dr. Édouard Hendriks

Dr. Édouard Hendriks is the Vice President Medical, Academic and Research Affairs for Horizon Health Network. He was previously President and CEO of Regional Health Authority 4 in Edmundston, and held the position of Vice President of Medical Affairs with the health authority from 1997 to 2008. Prior to joining Regional Health Authority 4, Dr. Hendriks held various clinical and senior administrative positions with the Canadian Armed Forces and health institutions in Québec, Ontario and New Brunswick. Dr. Hendriks has his Masters of Health Administration from the University of Ottawa and obtained his medical degree from the Université Laval in Québec. He has a certificate in family medicine and a special certificate in emergency medicine, both from the College of Family Physicians of Canada, as well as being a Fellow of the College. Dr. Hendriks was a surveyor for Accreditation Canada for over twenty years and he sat on numerous national and provincial committees including the Board of Directors of the Canadian Patient Safety Institute and the Board of Directors of the Canadian Agency for Drugs and Technologies in Health.

Janet Hogan

Janet Hogan is the Corporate Director of Communications and Community Relations for Horizon Health Network. Janet was previously the Director of Community Relations for the South East Regional Health Authority. A highly-motivated public relations and communications senior executive, Janet has more than 25 years of extensive applied experience in strategic communications, stakeholder engagement, media and social media relations, crisis communications, internal communications and corporate policy. Janet also has a significant health care background, which includes extensive experience in clinical nursing and senior administration. Her career has included positions as a registered nurse in New Brunswick and Nova Scotia, and General Manager of Royal Court Retirement Residence, a large private senior citizens complex in Riverview, New Brunswick. Appointed Director of Community Relations for the South East Regional Health Authority, Janet was instrumental in developing a new department that focused on community relations, health promotion, communications and media relations. Janet has built a strong, collaborative and innovative team of communications professionals that focus on the needs of the organization in a very demanding, diverse and continually evolving organization. Janet has a Bachelor of Science in Nursing and a Public Relations Management Certificate from Royal Roads University, as well as an IAP2 Training for Public Participation.

Margaret Melanson

Margaret Melanson is the Vice President, Quality and Patient-Centred Care for Horizon Health Network. She is responsible for implementing a sustainable, Horizon-wide approach, to patient-centredness. Additionally, her portfolio includes Quality and Patient Safety; Patient Advocacy; Infection Prevention and Control; Privacy; Risk Management; and Official Languages. Margaret is also responsible for Planning, Performance Excellence and Decision Support for Horizon. Margaret was the former Executive Director for the Saint John area, where she was responsible for clinical service delivery within acute care, among other responsibilities. She also has experience leading a number of clinical networks across all Horizon. Margaret has extensive clinical and administrative experience in the health care sector, having previously served as Vice President of Clinical and Facility Support Services for the Atlantic Health Sciences Corporation, among other roles. She is also a Past President of Speech-Language and Audiology Canada, and the New Brunswick Association of Speech-Language Pathologists and Audiologists. Her educational background includes a Bachelor of Arts and Master of Science degrees from Dalhousie University, as well as an Executive Master of Business Administration.

Maura McKinnon

Maura McKinnon is the Chief Human Resource Officer (CHRO) with Horizon Health Network. In this role, she leads strategy development and the delivery of human resource services across Horizon. Her portfolio includes Employee Engagement; HR Operations; HR Analytics and Optimization; Recruitment and Workforce Planning; Workforce Development; Workforce Relations; and Workforce Optimization. Prior to joining Horizon in 2015, Maura served as Vice President of Human Resources for Imperial Manufacturing Group, where she led the development and implementation of their HR strategy in both Canada and the United States. Maura spent part of her career at the Atlantic Lottery Corporation in leadership roles focused on human resources, organizational development and customer experience. Maura likes to give back to her community, and has recently been a member of the Boards of LearnSphere Canada, Moncton Headstart and SPCA Foundation. She is a past Board Chair for Downtown Moncton Centreville Inc., past Board Member with Enterprise Kent and has participated on Advisory Boards for IAAF (International Association of Athletics Federations) and the YMCA. She chaired the communications committee of a successful $1,000,000 capital campaign. She has a Bachelor of Commerce and Masters of Business Administration degree from the University of Moncton. As a Chartered Professional in Human Resources (CPHR), she has shared her extensive HR/OD background as an instructor in the UNB Human Resources Management program. She was the 27th person worldwide to become a Certified Experience Economy Expert. Maura lives in Moncton with her two children, Alyson and Sean.

Jeff Carter

Jeff Carter is the Corporate Director for Capital Assets & Infrastructure Services for Horizon Health Network. He is responsible for Engineering Services/Facilities Management; Capital Construction, Equipment & Planning; Nutrition and Food Services; Environmental Services; Property Management & Space Planning; Emergency Management; and Security and Safety Services/Parking. Jeff has been involved in health care leadership since the mid-’90s, and has held a variety of positions, including Director of Medical Services Administration and Director of Health Information and Risk Management. He previously held the position of Vice President Operations and Support Services as part of Horizon’s first executive leadership team. He has a Bachelor’s degree from the University of New Brunswick, and a professional designation as a Certified Health Executive (CHE) from the Canadian College of Health Leaders. He sits on the national Board of Directors for the Canadian College of Health Leaders, and is the Past Chair for the New Brunswick Chapter. He is also past Board member for the Canadian Healthcare Association (now HealthcareCAN). Jeff also has obtained certification in IAP2 Training for Public Participation. Jeff has received various levels of coaching proficiency certification through Hockey Canada and is always quick to volunteer his time to causes he holds near and dear to his heart. He has been married for 25 years and is the father of two wonderful sons. He enjoys travel, reading, music, spending time with friends and family, and playing golf.

Dan Keenan

Dan Keenan is Chief of Finance for Horizon Health Network. He is responsible for the Financial Services provided to patients and staff, and leads Horizon’s annual budget process. Dan is also responsible for the financial internal controls of the organization, and oversees Horizon’s Accounting; Accounts Receivable; Accounts Payable; Payroll; Budgeting; and Reporting functions.

Jennifer Sheils

Jennifer Sheils is the Chief Information Officer for Horizon Health Network. She is responsible for Information Management Technology and Telecommunications strategy, prioritization, and investment across Horizon. Jennifer joined Horizon in 2017 following a 20-plus year career in the Information and Communications Technology Industry, where she was primarily responsible for IT services delivery and optimization for the health care sector in New Brunswick. She brings valuable experience in technology planning and strategy, governance, service delivery and relationship management. She leads Horizon’s Health Information Management portfolio, with a focus to support broader adoption of electronic medical records, and leads the team that is responsible for Horizon’s patient health records, admitting and registration. She is also responsible for telehealth and virtual care services, which supports clinical programs and operations through video and other technologies. Jennifer is a member of the Canadian College of Health Leaders, sits on the Advisory Committee for Digital Health Canada Atlantic Chapter, and is a graduate of Mount Allison University.
